The Taiwanese
offshore wind power sector has only recently emerged; issues such as wind power
technology, talent, and bank financing have been challenging. However, offshore

Power Generation (biomass, fossil, nuclear, solar, wind). Since its founding in
1872, it has grown from a regional testing organization into one of the world’s
leading testing service providers with two of its centers in Taipei and in
Taichung. TÜV Rheinland Taiwan is the first to obtain the Taiwan Accreditation
Foundation laboratory qualifications for uninterruptible power supply testing,
making it the only local certification body recognized by the US Environmental
Protection Agency for testing and certification (ibid., 2012). In 2009,
following the opening of the Lungmen nuclear power plant in Gongliao District,
New Taipei City, Taiwan Power Company turned to TÜV Rheinland when a wide
spectrum of inspection services by authorized personnel were required (ibid.,
2018b).3
